Midi to DMX MTD-1024

I have not been able to make my MTD-1024 control any lights. I have tested my midi and DMX cables, and my lights and controller are working properly. I programmed the MTD-1024 as in the example to control DMX channel 1 with midi note 60 (middle C).

{DMX=1 Sta = Note, Ctl = 60, CH=All, EN = 1}

My light fixture is set to address from channel 1, but when I press middle C on the controller, the light does not turn on.

I do see the lights turn on momentarily when I turn on power to the MTD-1024, but I cannot confirm that it is receiving MIDI Data.
