FC 3 issue

i programed 1&3 pedal as decrease/increase program change.

if i start at PC0 and increase to PC1, the the decrease pedal will bring me to the max value bellow 0, like 127.

I have to increase to at least PC2 in for the decrease pedal work normally, PC1, the PC0...

It might be a bug thx
