Hub-3 Pro Powering via Plug

Hello, recently bought a Hub-3 Pro. Have used midi stream config to route it how I'd like.

When the hub is plugged into/powered by my laptop, the light is solid red, when i switch it to either of the two 5v 2.0A plugs I have, the light flashes.

Does this mean that it's not powering properly? If so, where can I get a UK 5v plug that is guranteed to work?
